Town of Putnam Stormwater Planning
LOCATION: Gull Bay, Glenburnie and Black Point Road - Lake-front communities in the town of Putnam in Washington County. The roads marked in red at right will be studied. (See a project summary fact sheet - pdf.)
ACTION: Grant funding has been secured for a new planning project to address stormwater issues in this area. An agreement with the Army Corps of Engineers has been signed to evaluate Putnam’s current infrastructure. During 2010, HDR, a consultant hired by the Corps, has been:
1.Documenting the existing stormwater infrastructure in the field;
2.Conducting limited hydrologic analysis on sites needing improvement;
3.Prioritizing the sites; and
4.Making recommendations on how to retrofit the highest priority sites.
LGA in-kind services will include collecting all available geographic data (digital GIS data), as well as the physical collection and analysis of points in the Gull Bay area.
PROJECT PARTNERS: Town Supervisor John LaPointe, Highway Superintendent Gary Treadway, as well as support from homeowner associations and many homeowners, especially Peter Leyh.
PROJECT SUPPORT: The project is part of the US Army Corps of Engineers (USACOE) Planning Assistance for State Program, which requires a 50/50 match. USACOE is providing $65,000 for this project. The LGA is contributing $30,000 through already awarded grants from the Helen V. Froehlich Foundation and will add, along with some assistance from the town of Putnam, $35,000 of in-kind services to complete the match requirement.
Final recommendations will be used to request technical assistance from the Watershed Environmental Assistance Program, which operates via the Lake Champlain Basin Program in cooperation with the USACOE. If accepted as viable, the project will receive 65% federal funding with a 35% local match. A preliminary draft report has been completed by HDR and is currently under review by the LGA and the Corps.
